Philadelphia is more than a city, it's a region. The metro area extends down to Wilmington, Delaware, across the river to New Jersey, and they city is surrounded in Pennsylvania by four counties: Bucks, Chester, Delaware, and Montgomery County. Delaware County is a bit small size wise and can be a congested area to explore. The other three counties have a wide range of activities and while Montgomery County may have the most and diverse activities, Bucks and Chester, may have the best offerings. I was raised in Bucks County, and I'll admit that I am somewhat partial, but for me, Bucks is the best county to explore. The other counties do not have a Delaware River equivalent - everywhere else the counties are relatively comparable.
