The Ginza / Hibiya area may be as close as Tokyo's street scenes comes to matching mid-town Manhattan. All you need to do is find an open table, order a few skewers and a beer, and a few minutes later you are in gastronomical heaven. Through the yakatori smoke haze you can see city life pass by as you enjoy a simple meal.
